A Fresh Cap Solution for Veterans Rewarding Loyalty

       The worst thing about the cap is how it sends a teams veterans packing, each year this is hard for the fans to swallow, it is hard for the teams to swallow and certainly it is hard for the player and their families to swallow. It seems to me that there is an easy fix for this, one that would improve the game and reward rather than punish loyalty. What I propose is this: 

 Teams resigning their own rookies receive a yearly cap relief of 10% of the players salary
5+ continuous years with the team that drafted them a yearly cap relief of 25% of the players salary 
8+ continuous years with the team that drafted them a yearly cap relief of 35% of the players salary
10+ continuous years with the team that drafted them a yearly cap relief of 50% of the players salary

     This would encourage teams to keep players they draft. It would not affect the players value as the teams would continue to need to resign them in order to receive the relief. This would also place a higher premium on a successful draft and penalize teams who draft poorly. Free Agents would not be affected and continue as usual. For example this would not help Payton, but it would help the Giants and Eli.
