Because the bears don't win in the regular season, as a fan, we can only hope they win in the off-season.  Here's an outline of what I think, in my vast general managerial experience they should do with each position.

Coaching Staff Overhaul - check

QB - Cut Glennon (duh), re-sign butt fumble (no more than 1m), draft a late round flier

RB - Cut Cunningham, draft a late round flier (deep draft for RBs)

WR - Keep White for now, keep Wright, re-sign Merrideth (no more than 3m), Inman (no more than 2m), early round draft pick, and top WR free agent target (Landry or Watkins) for what will probably be about 11m-13m.  Either Inman or White can be flipped for a late round draft pick at the end of the pre-season.

TE - stand pat.  They have bigger needs elsewhere.

T - Cut Massie, sign best available RT (even if he's older), draft early round

G - Stand pat

C - Replace Grossu, but with lower level free agent or late draft pick

DT - stand pat

DE - Sign demarcus lawrence, possibly cutting unrein (he's good, but not good enough)

OLB - Sign mid-level free agent and draft in the early to mid rounds, either restructure McPhee and cut Willie Young or cut McPhee and keep young (they're similar at this point in their careers).

ILB - stand pat, depending on how they view Jerrell Freeman.

CB - resign fuller (11m-12m) and prince (8m-9m), keep leblanc and callahan, and whomever they fell is their best option to round out the bench.  Release Cooper (or trade him for a hot dog)

S - Cut demps, stand pat otherwise

ST - sign a half decent kicker, and keep the rest of the gang intact.

They should have the money for that projection.  That means they would be drafting a WR, OT, or OLB with their first two picks and using the last few picks to round out the roster.
