The order of this 2013 NFL Mock Draft is loosely based on my 2012 NFL Power Rankings.

  1. Tennessee Titans: Jonathan Cooper, G, North Carolina
Will the Titans finally upgrade the interior of their offensive line, or are they content with Chris Johnson gaining just 1.1 yards per carry?

Pick change; previously Johnny Adams, CB

  2. Cincinnati Bengals: Carrington Byndom, CB, Texas
Nate Clements will be a free agent after this season, while Terence Newman won't be around much longer. The Bengals will need a more permanent solution to go along with Leon Hall and Dre Kirkpatrick.

  3. Jacksonville Jaguars: Jordan Poyer, CB, Oregon State
Derek Cox, Rashean Mathis, William Middleton and Ashton Youboty are ALL set to hit free agency in March 2013.

Pick change; previously Jonathan Cooper, G

  4. Miami Dolphins: Kawann Short, DT, Purdue
Stud defensive tackle Randy Starks will be a free agent in March. If the Dolphins can't retain him, they'll have to find a replacement this offseason. Kawann Short is a steal at this juncture.

  5. Miami Dolphins: Marquess Wilson, WR, Washington State
The Dolphins may have found their quarterback in Ryan Tannehill, but he's going to struggle as long as guys like Brian Hartline, Davone Bess and Legedu Naanee are vying for the No. 1 receiver job.

Pick change; previously Terrance Williams, WR

  6. Minnesota Vikings: Kenny Vaccaro, S, Texas
Harrison Smith was a major upgrade at safety, but the Vikings need another unless fifth-round rookie Robert Blanton flashes this season. He hasn't even played a single snap yet.

  7. Kansas City Chiefs: Corey Lemonier, DE/OLB, Auburn
The Chiefs don't have much depth behind Tamba Hali and Justin Houston - as they discovered in the Week 1 loss to Atlanta - so they could spend an early 2013 NFL Draft pick on a rush linebacker.

Pick change; previously Michael Buchanan, DE/OLB

  8. St. Louis Rams: Michael Buchanan, DE, Illinois
Jeff Fisher loves having defensive line depth, but his team is currently lacking that right now. Robert Quinn's play also needs to improve.

Pick change; previously Tyler Eifert, TE

  9. Cincinnati Bengals: Tony Jefferson, S, Oklahoma
The Bengals had a big need at safety, but they didn't address the position until the fifth round this past April. They'll put more effort into finding an upgrade the following offseason because they won't survive with Reggie Nelson and the recently benched Taylor Mays as their starters.

Pick change; previously Sean Porter, DE/OLB

  10. Buffalo Bills: Kenny Stills, WR, Oklahoma
The Bills drafted a quarterback in the first round, so they'll need to find a weapon for him. Steve Johnson is currently the only downfield play-maker on Buffalo's roster.

Pick change; previously Marquess Wilson, WR

  11. New York Jets: Sean Porter, DE/OLB, Texas A&M
The Jets didn't address the rush linebacker position this spring for some strange reason. Aaron Maybin has done nothing thus far in 2012 after finishing on a strong note last year.

Pick change; previously Robert Lester, S

  12. Washington Redskins: Shayne Skov, ILB, Stanford
It depends on whether or not Keenan Robinson shows anything as a rookie - he didn't play in the opener - but the Redskins will really be hurting for depth if London Fletcher decides to walk away after this season.

  13. Carolina Panthers: D.J. Fluker, OT, Alabama
Jeff Otah was released before the start of the season, so the Panthers need to find a new right tackle to protect Cam Newton. Replacement Byron Bell played relatively well against the Saints, so let's see if that continues.

Pick change; previously Sylvester Williams, DT

  14. Tampa Bay Buccaneers: William Gholston, DE, Michigan State
Da'Quan Bowers tore his Achilles in early May, while Michael Bennett will be a free agent in March. The defensive end position will have to be addressed next offseason.

  15. Chicago Bears: Dallas Thomas, OT/G, Tennessee
You know the Bears need to find multiple upgrades on their offensive line after that horrific showing at Lambeau on Thursday night.

Pick change; previously Travis Frederick, G

  16. Dallas Cowboys: Margus Hunt, DE/DT, SMU
The Cowboys had the option of picking J.J. Watt at No. 9 overall in the 2011 NFL Draft. They went with Tyron Smith, who was great in his rookie campaign, but they were hurting at the defensive end position as a consequence.

  17. Philadelphia Eagles: Robert Lester, S, Alabama
Kurt Coleman beat out Jaiquwan Jarrett, who was recently waived. Coleman's not any good, despite his two picks of Brandon Weeden, so the Eagles will have to look for another solution.

Pick change; previously Tony Jefferson, S

  18. Seattle Seahawks: Jelani Jenkins, OLB, Florida
Another second-round linebacker for Seattle. The Seahawks re-signed Leroy Hill this offseason, but that was only for a year. They may find someone else if they're unhappy with him.

  19. Arizona Cardinals: Landry Jones, QB, Oklahoma
The Cardinals have to take a shot on a quarterback early in the 2013 NFL Draft, as neither Kevin Kolb nor John Skelton is the answer.

Pick change; previously Dallas Thomas, OT/G

  20. Denver Broncos: C.J. Mosley, ILB, Alabama
Nate Irving, chosen in the third round of the 2011 NFL Draft, has been a disappointment thus far because he hasn't been able to pass the mediocre Joe Mays at middle linebacker. D.J. Williams, meanwhile, will be due $6 million in a walk year.

  21. Detroit Lions: Shawn Williams, S, Georgia
Here's some secondary help for the Lions, who really need to upgrade the safety position.

Pick change; previously Gerald Hodges, OLB

  22. San Diego Chargers: Wes Horton, DE/OLB, USC
The Chargers just spent an early pick on a rush linebacker (Melvin Ingram), so why would they do that again? Well, Shaun Phillips will be a 32-year-old free agent next March, so San Diego will need a complement for Ingram.

  23. Pittsburgh Steelers: James Gayle, DE, Virginia Tech
James Harrison may not be back next year. He'll be due $6.6 million as a 35-year-old who can't even get onto the field right now. The Steelers may spend an early pick on a rush linebacker.

Pick change; previously Joseph Fauria, TE

  24. Atlanta Falcons: John Simon, DE, Ohio State
John Abraham was re-signed to a team-friendly deal this offseason, which means the Falcons can cut him if he regresses. Hopefully that doesn't happen, but he's looked pretty mediocre through two games this year. If he doesn't improve, a defensive end will be a possibility early in the 2013 NFL Draft.

Pick change; previously James Gayle, DE

  25. New York Giants: Ricky Wagner, OT, Wisconsin
The Giants really need to bolster their offensive line now that Eli Manning has entered the second half of his career. They don't want him to suffer the same fate as his brother. They cannot going into the 2013 season with either Sean Locklear or David Diehl as one of their starting tackles.

Pick change; previously Oday Aboushi, OT

  26. New England Patriots: Travis Frederick, G/C, Wisconsin
Bill Belichick loves versatile offensive linemen, and Travis Frederick can play both center and guard. The Patriots need to do something about the interior of their offensive front. The Cardinals were able to upset them because they dominated the trenches.

Pick change; previously Shawn Williams, S

  27. Green Bay Packers: Knile Davis, RB, Arkansas
James Starks has yet to prove that he can stay healthy, while Alex Green is coming off an ACL tear. Cedric Benson is obviously not a long-term answer, so the Packers may address the running back position early in the 2013 NFL Draft.

  28. Baltimore Ravens: Gerald Hodges, LB, Penn State
The Ravens wanted Dont'a Hightower, but the Patriots moved ahead of them and stole him. Maybe Ozzie Newsome will find his successor for Ray Lewis next April.

Pick change; previously Kevin Reddick, ILB

  29. San Francisco 49ers: Khaled Holmes, C, USC
The 49ers could use some help on the offensive line. Khaled Holmes could eventually take over for Jonathan Goodwin, who will be 34 in December.

  30. Houston Texans: Oday Aboushi, OT, Virginia
The Texans were interested in bringing in a right tackle early in the 2012 NFL Draft, but they never got the chance. Well, here's their opportunity. The position will have to be addressed if Rashad Butler can't properly fill in for Eric Winston.

Pick change; previously Terry Hawthorne, CB
