The order of this 2013 NFL Mock Draft is loosely based on my 2012 NFL Power Rankings.

  1. Dallas Cowboys: Johnathan Jenkins, NT, Georgia
The Cowboys had the option of picking J.J. Watt at No. 9 overall in the 2011 NFL Draft. They went with Tyron Smith, who was great in his rookie campaign, but they were hurting at the defensive end position as a consequence. In this scenario, they'd be able to move Jay Ratliff outside. It's something they were thinking about when they were seriously considering taking Dontari Poe in April.

  2. Philadelphia Eagles: Xavier Rhodes, CB, Florida State
Brandon Boykin was a nice pick in the fourth round, but he won't be enough if Dominique Rodgers-Cromartie leaves via free agency, as Philadelphia wants three high-level cornerbacks. As crazy as it would have sounded 14 months ago, there's also a chance that Nnamdi Asomugha will be cut. Asomugha, 32 in July, will be due a whopping $15 million in 2013. He'll need to take a pay cut to remain with the Eagles because he's been pretty pedestrian thus far. Opposing quarterbacks are targeting him frequently and are having success.

Pick change; previously David Amerson, CB

  3. Minnesota Vikings: Kawann Short, DT, Purdue
The Vikings can address one of their biggest needs with arguably the best player available. Defensive tackle is a big issue right now; Kevin Williams will turn 33 in August, and there's no one of note playing next to him. Letroy Guion is a decent rotational guy but should not be a starter.

Kawann Short has been dominant this season (four sacks in five games) and will continue to climb big boards as long as he keeps it up.

  4. Seattle Seahawks: Robert Woods, WR, USC
The Seahawks' receiving corps really needs to be upgraded. Sidney Rice is constantly laboring through injuries and can't get any sort of separation. Braylon Edwards is done, and Golden Tate? Meh, maybe if he can pull of the Touchception every week...

  5. Denver Broncos: Marcus Lattimore, RB, South Carolina
John Fox knows a thing or two about drafting running backs in the first round. He'll need to find a new runner soon because the turnover-prone Willis McGahee won't be able to hold up much longer, while Ronnie Hillman hasn't shown that he can be anything more than just a third-down specialist.

  6. San Diego Chargers: David Amerson, CB, N.C. State
Both Quentin Jammer and Antoine Cason will be free agents following this season. The Chargers will have to find some reinforcements at cornerback if they lose either defender.

Pick change; previously Xavier Rhodes, CB

  7. Arizona Cardinals: Corey Lemonier, DE/OLB, Auburn
I'm not giving the Cardinals a tackle!? What!? Well, Arizona has proven that it'll draft the top player on its board as long as that prospect makes sense. Corey Lemonier definitely makes sense because the Cardinals' rush linebackers can't generate any sort of pressure. Sam Acho has been OK, but O'Brien Schofield isn't doing anything. I know, I know, protecting Kevin Kolb is a priority, so maybe Arizona will sign someone in free agency.

Pick change; previously Jake Matthews, OT

  8. Green Bay Packers: Tyler Eifert, TE, Notre Dame
Jermichael Finley will be due close to $8 million in 2013, and Packer fans could be happier about that because Finley is one of the most overrated players in the NFL. He's terribly inconsistent and doesn't appear as though he'll ever live up to expectations.

  9. Pittsburgh Steelers: Jackson Jeffcoat, DE/OLB, Texas
James Harrison may not be back next year. He'll be due $6.6 million as a 35-year-old who is having trouble staying healthy. The Steelers may spend an early pick on a rush linebacker, and Jackson Jeffcoat happens to be one of the top players available.

  10. Chicago Bears: Alec Ogletree, ILB, Georgia
Brian Urlacher's successor. Urlacher will be a 35-year-old free agent this upcoming offseason and he's struggled this year. His declining play is probably the result of his knee injury, but will Chicago re-sign him if it fears his body is breaking down? Even if the front office does retain him, Alec Ogletree can play strongside linebacker and slide into the middle once Urlacher moves on.

Pick change; previously Manti Te'o, ILB

  11. Baltimore Ravens: Chance Warmack, G, Alabama
Ozzie Newsome always seems to find value on Draft Day, and that's exactly what he gets here in Chance Warmack, who could easily go around the 20th pick. He's an outstanding guard prospect and would project to be a very worthy replacement for Ben Grubbs.

  12. San Francisco 49ers: Eric Reid, S, LSU
Donte Whitner hasn't been very good this year. Dashon Goldson, meanwhile, was slapped with a franchise tag this prior offseason. The 49ers will need a replacement if they can't sign him to a long-term deal. Eric Reid has struggled a bit this year, which explains his tumble in these mock drafts, but he's the best player available at this juncture.

Pick change; previously Corey Lemonier, DE/OLB

  13. New York Giants: Barrett Jones, G/C/OT, Alabama
Barrett Jones would be a huge help to the Giants' offensive line. He could be an immediate upgrade at left guard. He would also make sense at right tackle as a replacement for Sean Locklear and David Diehl. Oh, and down the road, he could slide in at center once David Baas leaves the team.

Pick change; previously Alec Ogletree, ILB

  14. New England Patriots: Terrance Williams, WR, Baylor
It's amazing that New England's offense has been this incredible considering that Deion Branch is playing two-thirds of the snaps every game. Imagine how explosive the Patriots would be if they added a legitimate threat opposite Brandon Lloyd.

Pick change; previously Barrett Jones, C/G/OT

  15. Atlanta Falcons: Alex Okafor, DE, Texas
John Abraham was re-signed to a team-friendly deal this offseason, which means the Falcons can cut him if he regresses. Ray Edwards, meanwhile, has been a huge disappointment. Defensive end will be a possibility early in the 2013 NFL Draft.

  16. Houston Texans: Taylor Lewan, OT, Michigan
The Texans were interested in bringing in a right tackle early in the 2012 NFL Draft, but they never got the chance. Well, here's their opportunity. The position will have to be addressed if the currently injured Rashad Butler can't properly fill in for Eric Winston.
