The first thing that has to happen to fix the Browns is they need Jim Haslam to stay out of any draft/personnel decisions.  Once that happens the Browns arent as bad off as they seem.  They should have about $63 million in cap room plus two 1sts and two 2nds.  

Move one cut RG3, he just isnt good, this will save $7.5 mil in cap space.  Move two cut Tramon Williams and save another $7 million.  After these 2 moves the Browns should have about $77.5 million in cap space.  They could also part with Josh McCown once they add another QB which would save $4.375 mil in cap space and Andrew Hawkins which would save another $1.8 mil.  Next the Browns need to bring back Jamie Collins and Terrelle Pryor.  They can bring Collins back as long as he realizes he aint getting Von Miller money.  Even after bringing these 2 guys back the Browns will still have plenty of cap space.

Free agent #1 Mike Glennon.  Glennon has a big arm and starting experience.  Glennon throwing to Pryor and Coleman is a start on offense.  Free agent #2 Eddie Lacy.  Lacy was wasted in GB, give him to a guy like Hue Jackson who is patient enough to pound the ball.  Lacy may come at a discount coming off of injury also.  Free agent #3  Jonathan Cyprien safety Jags.  Getting any secondary help will be welcome.  Cyprien can be a thumper back there.  

Now on to the draft.  Pick #1 grab Myles Garrett, get your big time edge rusher.  With the second 1st rounder the Browns will probably be picking around #7.  If somehow Jonathan Allen or Jamal Adams makes it to 7 the Browns will hit the jackpot.  I assume both of them will be gone.  I also believe Trubisky will be gone.  So at #7 the Browns grab Malik McDowell DE Mich ST.  McDowell next to Danny Shelton should give the Browns a run defense.  With the top pick in the 2nd round the Browns grab Pat Elfein OC from Ohio ST.  Elfein lets them kick Cam Erving out to tackle.  With there other 2nd the Browns grab Pat Mahomes as there developmental QB.  Mahomes has some physical skills just needs some pro coaching.  Hue Jackson's offense is a polar opposite of what Mahomes ran at Texas Tech under Kliff Kingsberry.  Then the Browns should be using there 3rd and 4th or 5th round picks to try to jump back up in the 2nd to get in on either the deep pass rush or secondary class.  Target Carl Lawson/Ryan Anderson/Rasual Douglas/T. Mckinley or if some like Evan Engram drops you go get him.
