Here is my off-season plan for the Bears.  I think they are closer than people think.  The Bears should be right around $48 million under the cap.  Once the Bears cut Jay Cutler(save $14mil in cap room), Eddie Royal($5mil in cap room), and Lamar Houston($5mil in cap room) they will be around $72 mil under the cap.  

Priority 1- re-sign Matt Barkley.  Barkley has played well enough to get the chance to compete for the starting job next year.  Barkley has been really good with zero weapons.  It would be great to see him play with a few receivers who can catch.  Hopefully they can lock him up before the end of the season.

The next move should be to re-sign Alshon Jeffery but given his issue with injuries and PED suspension theres a line.  I dont think you can go over $12 million annually for him so you may lose him.

Next the Bears should bring back Brian Hoyer 2 years 9mil.  Then bring back Eric Kush, who has played well off the bench.  It would also be nice to retain Ted Larsen, Cornelius Washington, and Sam Acho.

In free agency, even after re-signing their own guys the Bears will have some room to add a few starters.  First go get Darius Butler from Indy.  He plays some corner and safety and would be upgrade at either spot.  Then Mychal Rivera TE Raiders.  Zach Miller cant stay healthy, Daniel Brown has been ok and is worth trying to develop more.  Next move would be Micah Hyde safety from GB, he upgrades the safety spot and can return punts.  One more low end move would be to sign Margus Hunt DE from the Bengals he has the size you want at 3-4de.

Now draft day, I'm assuming the Bears stay in the 4th slot.  Hopefully Kizer and Trubisky are gone and the Bears have either Myles Garrett or Jonathan Allen fall to them.  If they are both gone hopefully the Bears can move down add a few picks and grab Adoree Jackson or some weapons like OJ Howard or John Ross.  In the second round I would target Evan Engram, David Njoku, or Wormley if they dont go Allen in rd1.  Third round look at Stringfellow from Ole Miss, Sutton from SMU, R. Douglas from WVU.
