As general manager of the San Francisco 49ers, these are the moves I would make to put the 49ers in the 2019 playoffs:

Pretty much gut the team of every player over the age of 26. Use these players as future draft picks or moving up in the draft. The idea is to go into the season with players that can be reasonably seen there in four years (with the exception of quarterback). They will win or lose with young talent that is the future. About that later.

Estimated salary-cap space: 110 Million

Free agency: (All numbers are based on market rates provided by spotrac.com. There is also a premium added because no players would currently want to come to San Francisco)

Tony Jefferson 25 S 6 M (four year deal)
Dominique Easley 25 DT 6 M (four-year deal)
AJ Bouye 26 CB 11.5 M (five year deal)
JC Tretter 26 OC 9.5 M (six year deal)
Kevin Zeitler 27 OG 12.5 M (five year deal)
Free-agent signings: 45.5 Million
Cap Space: 64.5 million

Trades:
San Francisco trades #2 pick overall to the Jets (who love Mitch Trubisky)

San Francisco receives (this year):
1 of the Jets quarterbacks on roster
#6 pick overall
#70 pick overall
(next year)
Jets 2nd round pick   
Jets 4th round pick

San Francisco trades back up to #3 Pick Overall with Chicago and also receives Charles Leno LT

Chicago receive:  #6 Pick Overall, #109 Pick Overall
    Joe Staley & pretty much any other player they choose over the age of 26

Trade: Carlos Hyde & any other player on roster over the age of 26 to Washington for #49 pick overall. Also maybe pick up a couple players under the age of 25.

The Jets are reported to have an a very strong liking to Mitch Trubisky, a trade would be very reasonable given the compensation and interest. The second leg of this trade would also be very likely assuming the Bears are steadfast in their pursuit of a quarterback. The Chargers at number four and the Titans at number five will not be taking a quarterback. With that in mind, Kizer could slip to number six and the Bears would be compensated with other players. In this scenario, the 49ers still get their man in Allen.
Carlos Hyde is in his prime but got banged up last season. The 49ers are rebuilding and will not be a playoff contender until the 2019 season when Hyde would turn 28 (Which is an age when most running backs start to decline).  Under this plan he would inevitably get mauled for at least one year so why let him waste away on this roster? Think like the Dallas Cowboys & Jimmy Johnson in 1989 with the Herschel Walker trade.

Draft:
Round 1 (#3) Jonathan Allen DT Alabama
Round 2 (#34) Jalen Tabor CB Florida
Round 2 (#49) Jerrad Davis ILB Florida

The rest of the draft focus on physical ability they can develop. Pick up a couple OTs and wide receivers. This is a work in progress remember.
Again, think like Jimmy Johnson. It's a numbers game and keep bringing in players that are young. Unless the team believes it's going to be a contender, there's no reason to bring players that are 30 years or older. The Bears this past year brought in everybody who could put on a helmet and evaluated them throughout the year. I would suggest the same for the 49ers. In the first year, the team would focus on defense and although they might not win games, they will give their young players experience and would form a strong defense. This translates into a high draft pick next year when they can grab a quarterback, possibly left tackle and maybe running back.
